In windows 10 ,8, 8.1 or 7 delayed boot up issue is characterized by black screen with a mouse cursor during the boot process, where in users are reportedly forced to wait up to a minute on the same screen before the login window appears.
The first thing you want to try is to press Ctrl+Alt+Del and see if it brings up the Task Manager. If it does, great. Click on File – Run new task.

1. press ctrl+alt+delete
2.Go to Task Manager
3.Type regedit and tick small box and press ok
4.Drop down menu of HKEY_LOCAL_MACHINE
5.Then Drop down menu of SOFTWARE
6.Drop down menu of MICROSOFT
7.Then drop down menu of WINDOWS_NT
8.Then drop down menu of CURRENT VERSION
9.Now press WINLOGON
10.Double click on SHELL
11. Enter Value data : explorer.exe
12.Close out everything and restart the pc.
